China Prefabricated Steel Tank Manufacturer Check List Before Award

A prefabricated steel tank is only as good as the shop drawings and the panel records behind it. Before awarding to a Chinese manufacturer, require shop drawing approval against your duty, a per-panel fusion and 1500 V DC spark test record, a coating and gasket data sheet with its fluid approval, a foundation calculation matched to the soil report, ocean freight packing that keeps panels dry, and a manufacturing supervisor present for the final interior check and the first fill. Those six items convert a price comparison into a verifiable engineering package.
The first quotation for a prefabricated tank arrives fast and looks complete: a capacity, a diameter, a wall thickness, a price and a delivery date. The second round is where the real work begins, because the questions that decide the outcome are not visible in the drawing. Which panels were coated and tested at the factory rather than on site, what gasket was chosen for the fluid, who checked the foundation against the soil, and whether the panels will survive a forty-day ocean transit in a hold. A procurement engineer who asks those questions before award will have a smoother year than one who discovers them during erection.
What Prefabrication Actually Changes
Moving the work into a shop changes the failure modes and moves where they show up. A welded tank is built plate by plate in the field or the shop, and its coating is applied to the finished shell, so coating quality depends on the day's conditions and every field weld becomes a repair item. A prefabricated bolted tank arrives as panels that were already fused or coated and tested indoors, shipped flat, and assembled with gasketed flanges and 8.8-grade bolts. The advantages are a shorter erection, no field welding in the shell, factory-controlled coating, and a shell where any single panel can be replaced years later. The new risk is that those advantages now depend on factory discipline instead of on site discipline, so you need evidence rather than a promise.
The Shop Drawing Package to Require
Require a complete drawing set as a contractual deliverable, not as a courtesy. It should include the general arrangement with the nozzle list, the panel schedule with serial numbers, the wall thickness table by course with the joint efficiency, the foundation plan with the anchor layout, the wind and seismic calculation for the actual diameter and height, the roof statement if a dome or floating cover is included, the interior and exterior coating specification with the surface preparation standard, and the gasket schedule naming the material for each flange. Approve the set before the panels are cut, because changing a nozzle after the first batch is produced costs more than the tank. Then require the shop drawing approval records to be returned with the shipment so you have the authority to compare against.
Factory Test Records and Approvals
Quality claims become facts only when they are tied to serial numbers. For a glass-fused-to-steel tank, ask for the furnace log showing the fusion temperature in the 820 to 930 °C window for each batch, and the per-panel 1500 V DC spark test record. The enamel layer should run 0.25 to 0.45 mm and be rated above 3,450 N/cm², with a Ra below 0.8 µm finish, but those numbers are only meaningful with the test record. For a fusion-bonded epoxy interior, require the film thickness in the 180 to 280 µm range and the durability evidence behind AWWA C550. Then require the approvals mapped to the parts that touch your fluid: NSF/ANSI 61 and WRAS for potable lining and gasket, FDA and LFGB for food contact, FM for fire reserve water, CE (EN 1090) and ISO 28765 for structural conformity and factory production control, under ISO 9001 and ISO 45001 management systems.
Freight, Packing and Site Handling
Panels are cheap to lose and expensive to replace mid-project. Insist on steel strapping with a documented packing list keyed to the panel serial numbers, waterproof wrapping with desiccant, and edge protection because a chipped enamel edge is a corrosion start years later. Confirm the shipping method and whether the load goes as break bulk or in a container, since a diameter that fits a container changes the panel width strategy. Check that the lay-down area on site can hold a full shipment without stacking panels directly on soil, and that the unload route fits the gate width. A manufacturer who has shipped this geometry before will ask you these questions; one who has not will not.

Running the Award Comparison
Build the scoring sheet before the bids land and require the same format from each bidder. Weight the shop drawing completeness at 20 percent, the factory test records at 25 percent, the approvals mapped to the fluid at 15 percent, the foundation and structural calculation at 20 percent, the supervision and commissioning scope at 10 percent, and price at 10 percent. Then check commercial terms equally: the delivery term, the penalty for delay, the warranty length and what it excludes, the spare panel and gasket provision, and the cost of a field repair if the lining is damaged in transit. The lowest number on the page is rarely the lowest total cost once freight, supervision and spares are counted.

Center Enamel Engineering Capability
Center Enamel (Shijiazhuang Zhengzhong Technology Co., Ltd) has designed and fabricated bolted storage tanks since 2008. As the first glass-fused-to-steel (GFS) tank manufacturer in China, the company holds close to 200 enamel-related patents, produces roughly 300,000 enamel-coated steel plates a year, has completed more than 30,000 installed projects and supplies its tanks to over 100 countries. The new 150,000 m² production base was added to raise output capacity, and single tanks are supplied up to 60,000 m³. Manufacturing runs under ISO 9001 and ISO 45001, with product certification including NSF/ANSI 61, WRAS, FDA, LFGB, CE (EN 1090), ISO 28765, FM, BSCI and EUROCODE, and design referenced to AWWA D103-09, AWWA C550 and NFPA where the application requires it.
For prefabricated supply this covers the full drawing and test record package above, ocean freight packing keyed to panel serial numbers, and a factory supervisor on site through the torque check, the final interior inspection and the first fill.
Frequently Asked Questions
Q1: What drawings should be approved before production starts?
A1: The general arrangement with the nozzle list, the panel schedule, the wall thickness by course, the foundation plan and anchors, the roof statement, the coating specification and the gasket schedule. Approve the set before the first panels are cut.
Q2: How do I verify factory coating quality from overseas?
A2: Through the furnace log and the per-panel 1500 V DC spark test record matched to serial numbers, ideally with a third-party witness before shipment. That turns the claim into a document you can audit later.
Q3: Who is responsible for the foundation?
A3: It should be explicit in the contract. Send the soil report, frost depth, wind and snow values and the required capacity; a supplier who calculates the foundation removes the most common source of flange misalignment and delay.
Q4: What packing is needed for ocean freight?
A4: Steel strapping, waterproof wrapping with desiccant, edge protection and a packing list keyed to panel serial numbers. A chipped enamel edge during transit becomes a corrosion origin, so edge protection is not cosmetic.
Q5: Is a bolted tank as strong as a welded one?
A5: For storage at atmospheric or low pressure, yes, with the shell designed for the hydrostatic and wind cases and joints made with 8.8-grade bolts and gaskets. It is not a pressure vessel, and if your duty needs a true pressure boundary that is a different scope.
Q6: What spares should be ordered with the tank?
A6: A full gasket set in the approved material, the bolt set, and at least one spare panel matched to the wall thickness and coating. These cost little at order time and turn a future repair into a same-week job.
Buying a prefabricated steel tank from another country is a documentation exercise. The shop drawings, the per-panel test records, the coating and gasket approvals, the foundation calculation, the packing plan and the supervision scope all belong in the contract before the first plate is cut. Score the file rather than the pitch, require the same document set from every bidder, and the award decision follows from the engineering instead of from the price page.
