ASME TES Tank Manufacturer: Qualification Criteria for Vessel Supply
Qualifying an ASME TES tank manufacturer is a document exercise before it is a factory visit. A buyer should check that the supplier builds to the code named in the contract, holds material certificates matched to heat numbers, qualifies every welding procedure before production, applies the examination extent the governing rule requires, and ships a complete file with calculation, certificates, procedure records, NDT reports and test record. Comparable delivered work is the last filter. Ask for the file from a delivered vessel, not a brochure.
Pressure vessel enquiries arrive with a surprising amount of boilerplate and surprisingly little information about how the supplier will actually build the shell. The purchaser sees a drafting department, a welding bay and a quality office; what determines whether the job goes smoothly eighteen months later is whether documents exist that tie the delivered shell to the material it was made from.
That gap is where most vessel projects degrade. A shell arrives on site, a field weld is added for a pipe that was not on the original nozzle list, and nobody can produce the reinforcement calculation for that opening. The repair is ordinary; the missing record is the problem.
This article sets out the qualification path a buyer can run before award: what to request, what it proves and how to judge the answers. It is written for cooling and thermal energy storage vessels, where the pressure boundary and the process duty overlap.
1. Code Scope and Contracts Before Anything Else
The foundation of the qualification is contractual, not promotional.
1. Name the governing code and division in the enquiry. Whether the specification calls for ASME Section VIII Division 1 or 2, a national code or a proprietary standard, the ASME TES tank manufacturer must confirm in writing that the shop builds to it.
2. Confirm the inspection route. Independent inspection, owner inspection or manufacturer-held records with owner review changes what the supplier schedules and who signs.
3. Confirm the extent of supply. Shell only, shell with nozzles and manway, with insulation and drafting; ambiguity here produces change orders later.
4. Confirm the tolerance for alternates. Materials, examination methods and design rules may be offered as code alternatives; each needs written acceptance in the contract.
2. Materials, Certificates and Traceability
This is the first technical gate, and it is checkable from delivered files rather than from assurances.
· Mill certificates for plate, nozzle forgings, flanges and bolts, with heat numbers written on the shell drawing and matched to the as-built record.
· Material grade conformity, confirming the grade meets the specification and the code's permitted list for the design temperature.
· Thickness verification, with plate measured on receipt and the minimum used wall recorded for the thickness calculation.
· Corrosion allowance declared rather than assumed, tied to the water treatment programme the vessel will see.
· Interior coating or cladding records, including the holiday test result where an internal coating is specified, since the coating is part of the vessel's service life.
Document | What it proves | Where it comes from |
Mill certificate | Material grade and chemistry | Steel mill, retained by supplier |
Heat number mapping | Shell parts traceable to their plate | Supplier fabrication record |
WPS and PQR | Welding procedure qualified before production | Supplier welding department |
Weld map | Each joint tied to welder and procedure | Shop floor record |
NDT report | Examination extent met | Examination department |
Heat treatment chart | Furnace cycle recorded | Heat treatment record |
Pressure test record | Test at the required value | Factory test |
As-built drawing | Delivered condition versus design | Engineering release |
3. Welding, Heat Treatment and Examination
The welding records are where a supplier's real capability shows.
5. Procedure qualification before the first seam. A qualified welding procedure specification with its qualification record dated ahead of production, not generated to support a finished shell.
6. Operator qualification for the procedure and position used on each joint, available per welder.
7. Examination extent per the governing rule, covering shell seams, nozzle-to-shell welds and any other joint the rule calls for, with the method and result recorded.
8. Heat treatment with retained charts, and post-weld treatment where the design or material requires it.
9. Re-examination after repair, which buyers often forget to request in writing.
An ASME TES tank manufacturer with this discipline produces the procedure and qualification records before the plate is rolled, rather than assembling them at handover.
4. The Factory File and Handover Pack
The delivered documentation is the owner's asset for the life of the vessel. Ask for the structure before award, then verify it against a previously delivered unit.
· Design calculation file, including thickness and individual opening reinforcement calculations.
· Material certificates mapped to the as-built drawing.
· Welding procedure specifications, qualification records and weld map.
· Examination reports and heat treatment charts.
· Pressure test record and, where used, the test water condition and drying note.
· As-built drawings, nameplate data and operating manual, stating maximum allowable working pressure and operating level.
· Coating and insulation records, including the holiday test where applicable.
5. Judging Comparable Work
Similar delivered work is the last filter, and it should be judged on the shell, not on the logo.
10. Similar size and pressure class. A shop used to small separators may not have rolled a shell of your diameter or handled your wall thickness.
11. Similar opening configuration. A vessel with several large openings needs the reinforcement calculations and nozzle weld examination that come with them.
12. Similar service. Delivered scopes in water, wastewater and process service show the coating, welding and inspection habits that transfer to a closed chilled water shell.
13. Delivered files available for review. An ASME TES tank manufacturer confident in the record will release a delivered project's file, with client details redacted.

Project Case
The pressure vessel line at Center Enamel is manufactured to the code and design specified in each project specification and contract, and the delivered record can be reviewed the way any purchaser would review it.
Project | Product | Scope / Dimensions | Completion |
Malta desalination | 08 pressure vessels | 2 small vessels | 2025 |
Uzbekistan gas separation | 08 pressure vessels | 1 separator | 2026 |
Hubei, China petrochemical | 08 pressure vessels | 9 vessels of mixed sizes, including resin vessels, coalescing oil removers, fibre adsorption vessels, compressed air receivers, condensate drums and steam headers | 2025 - 2026 |
The nine-vessel Hubei scope is the one worth examining for qualification purposes: mixed diameters, several opening configurations and a record set where each certificate, weld record and examination result traces to a heat number and a weld map. A buyer can ask to see that structure before awarding a new shell.
While our delivered reference projects in the water and wastewater sector include large diameter bolted and welded tanks, the data-centre TES scope is engineered to the same standards.
Center Enamel Engineering Capability
Center Enamel (Shijiazhuang Zhengzhong Technology Co., Ltd) has designed and fabricated bolted storage tanks since 2008. As the first glass-fused-to-steel (GFS) tank manufacturer in China, the company holds close to 200 enamel-related patents, produces roughly 300,000 enamel-coated steel plates a year, has completed more than 30,000 installed projects and supplies its tanks to over 100 countries. The new 150,000 m² production base was added to raise output capacity, and single tanks are supplied up to 60,000 m³. Manufacturing runs under ISO 9001 and ISO 45001, with product certification including NSF/ANSI 61, WRAS, FDA, LFGB, CE (EN 1090), ISO 28765, FM, BSCI and EUROCODE, and design referenced to AWWA D103-09, AWWA C550 and NFPA where the application requires it.
Qualification evidence
· Buyer-side qualification should ask for the welding procedure list, the heat-number traceability, the non-destructive examination extent, the pressure test record and a sample handover file before any drawing review.
· Operations run under ISO 9001 and ISO 45001, with CE (EN 1090) and FM inputs for the wider quality and safety chain, and the vessel line follows the same drawing-controlled fabrication discipline as the bolted tanks.
· Our vessel track record across more than 100 countries, including marine and gas applications, is the evidence pack a qualification submission should request.
Frequently Asked Questions
Q1: Can a supplier be described as certified in general terms?
A1: No. The applicable code, division and inspection authority are defined by the contract and the specification, so what matters is written confirmation that the shop builds to that scope, plus the file it produces. A general claim does not answer either question.
Q2: What is the minimum evidence of traceability?
A2: Heat numbers on the shell drawing matched to mill certificates for plate, forgings, flanges and bolts. Without that mapping, a later question about a specific seam cannot be answered from documents.
Q3: Should the welding procedures be qualified before production?
A3: Yes. A welding procedure specification supported by a qualification record dated ahead of the first seam is the standard expectation. Records produced after the fact describe what happened rather than governing what happened.
Q4: How much non-destructive examination is enough?
A4: It follows the governing rule and the design thickness, and should be stated in the quality plan accepted before fabrication rather than decided when a repair appears. Ask for the reports, not the promise.
Q5: Does a supplier need to have built a chilled water storage vessel before?
A6: Not necessarily. The transferable evidence is comparable size, pressure class and opening configuration, plus a delivered file in water or process service showing the same documentation habits. The ASME TES tank manufacturer question is about the record, not the logo.
Q7: What should the factory visit cover?
A7: The plate store and certificate files, the welding bay with procedure boards and welder qualifications, the examination room, the heat treatment furnace with chart recording, and the document room where the delivered file is assembled. The last tells you most about the first.
Qualifying a vessel supplier comes down to a small set of checkable questions: which code and division, which inspection route, whether materials trace to heat numbers, whether welding procedures were qualified before the first seam, what examination was recorded, and whether a comparable delivered file can be reviewed. An ASME TES tank manufacturer who answers these in writing has nothing to lose from being asked twice.
